HSE Manager, Major Construction Project - Mozambique, East Africa - Job ID 3976

The HSE Manager will be responsible for overseeing and managing all health, safety, and environmental activities for the project. This role requires strong leadership, regulatory compliance expertise, and industry experience to ensure a safe and environmentally responsible work environment for project teams and stakeholders.

 

Position details:
 

Type: Contract (initially 1 year with possibility of extension) (single status)

 

Key Responsibilities:

HSE Strategy and Planning: Develop and implement HSE strategies, policies, and procedures, ensuring alignment with project objectives, regulatory requirements, and industry best practices.

Regulatory Compliance: Ensure compliance with local, national, and international HSE regulations, standards, and guidelines, including regulatory permits, licenses, and certifications.

Risk Assessment and Management: Conduct HSE risk assessments, identifying hazards, evaluating risks, and implementing control measures to mitigate HSE risks and prevent accidents, injuries, and environmental incidents.

Incident Management: Establish and maintain incident reporting and investigation procedures, responding to and investigating incidents, accidents, near misses, and environmental spills, and implementing corrective actions to prevent recurrence.

Safety Training and Awareness: Develop and deliver HSE training programs and initiatives for project teams, subcontractors, and stakeholders, promoting a culture of safety awareness and compliance.

Emergency Preparedness and Response: Develop and implement emergency response plans and procedures, conducting drills and exercises to test emergency preparedness and response capabilities.

Environmental Management: Manage environmental aspects of projects, including waste management, pollution prevention, and environmental monitoring, ensuring compliance with environmental regulations and permits.

Contractor Management: Monitor and evaluate contractor HSE performance, conducting HSE audits, inspections, and assessments to ensure compliance with HSE requirements and standards.

HSE Performance Monitoring: Establish and maintain HSE performance metrics, KPIs, and reporting systems, monitoring HSE performance, trends, and compliance, and providing regular updates to project management and stakeholders.

Continuous Improvement: Identify opportunities for HSE process improvement, innovation, and best practices, implementing initiatives to enhance HSE performance and reduce risks.

 

Location: Mozambique, East Africa

 

 

Qualifications and Experience:

 

Bachelor's degree in occupational health and safety, environmental science, engineering, or a related field.

Minimum of 10 years of experience in HSE management roles, with exposure to marine, civil, infrastructure, EPC, oil & gas, and/or mining projects.

Experience working on large-scale industrial projects is preferred.

Professional certifications such as CSP, CIH, NEBOSH, or equivalent are desirable.

Strong understanding of HSE regulations, standards, and best practices, with proficiency in HSE management systems (ISO 45001, ISO 14001).

Excellent leadership, communication, and interpersonal skills, with the ability to effectively engage with project teams, subcontractors, and stakeholders.

Proficiency in HSE software and tools, as well as MS Office suite.

Commitment to upholding ethical standards and promoting a culture of integrity, safety, and environmental responsibility.
