The Procurement Manager will be responsible for managing all procurement activities for the project. Primary purpose: The Procurement Manager will be responsible for managing all procurement activities for the project. This role requires strong negotiation skills, supplier management expertise, and industry experience to ensure timely and cost-effective procurement of goods, services, and equipment to support project requirements and objectives.
Key Responsibilities:
Procurement Strategy: Develop and implement procurement strategies, policies, and procedures to support project objectives and optimize procurement processes.
Supplier Identification and Evaluation: Identify, assess, and qualify suppliers, subcontractors, and vendors, conducting supplier evaluations, audits, and due diligence to ensure suitability and reliability.
Sourcing and Tendering: Conduct sourcing activities, including RFQs, RFPs, and tenders, preparing bid documents, evaluating bids, and negotiating contracts to secure favorable terms and pricing.
Contract Management: Manage all aspects of contracts, including negotiation, drafting, review, and administration, ensuring compliance with contractual obligations and project requirements.
Cost Management: Negotiate pricing, terms, and conditions with suppliers, subcontractors, and vendors, monitoring costs, expenditures, and variances to achieve cost savings and efficiency improvements.
Risk Management: Identify, assess, and mitigate procurement risks, implementing strategies to minimize supply chain disruptions and optimize supplier performance.
Supplier Relationship Management: Build and maintain relationships with key suppliers, subcontractors, and vendors, fostering collaboration, communication, and continuous improvement.
Procurement Planning: Develop procurement plans and schedules, coordinating procurement activities with project schedules and milestones to ensure timely delivery of materials, equipment, and services.
Quality Assurance/Quality Control (QA/QC): Implement QA/QC processes and procedures to ensure the quality and reliability of procured goods, services, and equipment meet project specifications and requirements.
Reporting and Documentation: Prepare procurement reports, documentation, and records, providing regular updates to project management and stakeholders on procurement status, progress, and issues.

Qualifications and Experience:
Bachelor's degree in supply chain management, business, engineering, or a related field (advanced degree preferred).
Minimum of 10 years of experience in procurement management roles, with a focus on marine, civil, infrastructure, EPC, oil & gas, and/or mining projects.
Demonstrated experience working large-scale industrial projects.
Strong understanding of procurement principles, methodologies, and best practices, with proficiency in procurement processes, tools, and technologies.
Excellent negotiation, communication, and interpersonal skills, with the ability to effectively engage with suppliers, subcontractors, and stakeholders.
Proficiency in procurement software and tools, as well as MS Office suite.

Additional Requirements:
Strong analytical, problem-solving, and decision-making skills, with the ability to analyze complex procurement challenges and develop effective solutions.
Adaptability and flexibility to accommodate changing project requirements and priorities.
Willingness to travel and work in remote or challenging environments as required by project assignments.
Professional certifications such as CIPS, CPSM, or equivalent are desirable.
