Our client, a Sector Education and Training Authority (SETA), is looking to appoint an Education and Training Quality Assurance (ETQA) Manager to capacitate providers and employers to provide training and promote skills development within the SETA. In addition, recommend accreditation, evaluate learning programmes, monitor accredited training providers, and evaluate learning programmes in line with the requirements of the Skills Development Act.
Position details:

Primary purpose: To capacitate providers and employers to provide training and promote skills development within the SETA. In addition, recommend accreditation, evaluate learning programmes, monitor
accredited training providers and evaluate learning programmes in line with the requirements of the Skills Development Act.
Job description / core competencies:
Ensure quality of learning programmes:
Review Learning Programme Evaluation (LPE) reports
Monitor appointments of external Moderators for Learning Programme Evaluation (LPE) reports audits (induction)
Review Moderators Learning Programme Evaluation (LPE) reports audit reports
Follow up on close out of audit findings
Develop and maintain the Quality Management system for QCTO implementation
Research and benchmark other SETA QCTO pilot projects and implementation plans
Developments of Qualifications/new Occupational Qualifications:
Identify and facilitate the generation of qualifications and unit standards to address skills needs in the SETA ,and submit those to the Quality Council for Trades and Occupations (QCTO) and the South African Qualifications Authority (SAQA) for registration on the NQF
Development of new qualifications in consultation with the QCTO
Monitor the development of new qualifications and latest development on the legacy and/or current QCTO qualifications
Evaluate learning programmes aligned that address occupational skills needs within the local government sector
Compile reports:
Compile ETQA Reports
Conduct accreditation site visits and compile accreditation reports
Write technical reports
Perform accreditation processes:
Review Training Provider evaluation reports
Appoint external Moderators for Training Provider application audits (induction)
Review Moderators Training Provider audit reports
Follow up on close out of audit findings
Conduct monitoring site visits for extensions of Training Provider accreditation
ETQA strategy and operations management:
Provide input into and implement strategy and action plans for the ETQA Department
Assist in the development of policies and procedures in the organisation and for the stakeholders by attending and participating in committees regularly
Interpret related legislation in performing own work and ensure compliance
Assist the SETA to meet AQP requirements
Analyse qualitative and quantitative data required to inform a strategic ETQA plan
Research, co-develop and review appropriate ETQA systems and processes and adopt best practices
Draft Terms of Reference (TOR’s) for services or assets required
Ensure that team’s roles and responsibilities are clarified, performance objectives are set and managed and conduct performance reviews in accordance with policies and procedures and take corrective actions where necessary
People / Staff Management:
Guide, lead and direct staff so that they can achieve the objectives set for them
Monitor and manage staff performance of staff within the division as appropriate in compliance with the Performance Management policy and processes
Ensure achievement of department planned goals and targets.
Coach and mentor staff as appropriate to improve performance
Providing guidance and direction to subordinates, including setting performance standards and monitoring performance.
Practise sound labour relations within the approved conditions of service
Ensure the implementation and adherence of the human resources policies, procedures, and practices within the department
Ensure that the values of FBS are understood and lived

Job Qualification & Experience:
Formal education:
A 3-year degree in Education and Training, Social Science, Public
Administration, business management, or related fields (NQF level 7).
Post Graduate Degree will be added advantage
Technical/legal certification:
Drivers Licence
Registered Assessor and Moderator
OD ETDP Qualification
Experience:
8 years’ experience in SETA Quality Assurance environment.
3 years management experience
Qualification development and Policy development experience
Project management experience
Experience and knowledge in ETQA processes; SAQA framework, QCTO requirements and NLRD system
Experience in Moderation / Assessment / verification of assessments
Knowledge and understanding and experience of Skills Development Act, Skills Development Levies Act, National Skills Development Strategy/Plan, Public Finance Management Act, National Treasury Regulations and other applicable regulations, policies, and strategies
Competencies:
