Our client, a well-known provider of professional technical and construction services with revenues of nearly $10 billion, has an opportunity for a Country Project Controls Manager.
The successful incumbent with have strong leadership capabilities and hold a relevant tertiary degree together with over 10 years of Project Controls experience.
Manage and oversee all activities relating to project accounting, cost estimating, cost control, project planning and document control.
Develop, implement and maintain relevant project control systems, processes, procedures and guidelines in accordance with company standards.
Identify, define and oversee adherence to adequate procedures and procedures for project controls including the project controls plan.
Ensure project filing and retention of records are set-up in accordance with the JM Procedures and clients requirements.
Oversee project set-up with project controls disciplines.
Manage the consistency of the work breakdown structure to project controls and engineering activities on projects.
Oversee the preparation and approval of the control budget for various projects.
Develop and oversee the planning and scheduling system, process and procedures.
Oversee the document control systems and procedures.
Work closely with the project accounting discipline including systems and procedures and provide continuous improvement solutions.
Identify, define and oversee adherence to progress measurement techniques and rules of credit.
Oversee adherence to project execution and quality plans.
Establish and ensure governance of all cost control, planning/scheduling, cash flow forecasting and cost estimating functions related to projects.
Oversee the management of cost and schedule risk processes, conduct qualitative and quantitative schedule and cost risk analysis and recommend mitigation steps as appropriate.
Develop and maintain detailed progress reports based on earned value measurement (minimum requirements – EV/CPI/SPI/ETC/EAC).
Oversee interface with all project engineering, procurement, construction and commissioning disciplines.
Oversee, review, manage and approve pro-services estimates and or schedules for proposals.
Oversee, facilitate and conduct interactive planning (IAP) workshops.
Oversee and manage rolling forecast together with operations and sales departments for performance units.
Oversee and manage the budget for performance unit G&A.
Oversee, review and approve change management system, earned value measurement, control system, capital cost estimate and operating costs.
Manage and oversee required data in order to compile monthly Project Review packs and Client Reports.
Oversight Budget, Cost and Capital Management.
Establish and implement personnel training and development plan.
Identify and oversee software programs & systems ensuring suitability.
Ensure relevant/required resources for planning/scheduling, cost control, cost estimating and document control. This extends to GID.
Measurement of contractual and/or operational KPI’s. Liaise with relevant departments to prepare KPI reports.
Develop, maintain and adhere to standard project controls procedures.
Align with the latest PMBOK and AACEI national& international standards.
Adhere to company’s standardised practices, procedures and general work instruction.
Adherence to HSE rules and procedures.
Assignment of Project Controls personnel to projects.
Manages and provides technical guidance to all Levels of Project Controls.
Accountable to operations management for ensuring that the project controls reporting to project, program and office level is compliant (OPR & PAR).
Identify key project control issues to project and operations management in a timely manner to allow corrective action to be implemented.
Operational authority on projects to audit the adherence to project control procedures by the different disciplines under his responsibility.

Job Qualification & Experience:
Matric / Relevant Tertiary Qualification (BSc Degree, or CA / BCom degree)
Certified Cost Technician (CCT) or Certified Cost Professional (CCP) certification is advantageous
10+ years of project controls experience
5+ years management experience
Extensive multi-office project experience
Extensive multi-Project phase experience
Extensive management of department
Petro chemical, Oil & Gas or similar environment
Experience with Primavera, MS Projects, other planning software
Knowledge of PMBOK and AACEI.
Extensive knowledge of MS packages (Excel)
Forms of Engineering & Contracting contracts
Sound understanding of scheduling techniques and principles being used on projects
Extensive use and knowledge of project control systems, principals, methods and tools
Extensive knowledge of operating procedures for project controls
Knowledge of the scope of work for projects
Knowledge of: project execution; engineering & design documents; procurement; construction; financing, insurances, etc.
Knowledge of resource requirements and training required for all project controls software
Knowledge of cost control, procurement, planning and document control processes
Strong communication skills
Ability to multitask and work under pressure
Ability to work as part of a team or independently when required
