An amazing opportunity to grow into an EMEA Engineering & Build Project Organization (based in Netherlands) or similar functions.

The main purpose of this BPO Build Project Manager within the EMEA Engineering & Build Project Organization is being responsible for all project management activities for Build Projects with an average medium complexity. Most capex-values of these projects range from 5 to 300 million USD.

Position challenges: High responsibility for the multi-million dollar budget project commitments. Size technical solutions to business needs. Challenge technical teams in different geographies. Cooperate with local management in the different geographies, all with another culture, language and background. Manage conflict of interest for project management between the different functions / projects. Stay connected with global operations and Engineers. Flexible working hours.

Complexities: Managing technical risks and mitigation plans for the Build Project. Managing trade offs between process improvement and scope development for the Build Project. Leveraging the broader relationships to obtain competitive costs and service offerings. Maintaining alignment with project goals and objectives, setting up highly effective interactions and work processes to manage.

The successful incumbent will have a degree in Science (Civil, Mechanical, Chemistry, Electrical, etc.) or similar through experience with > 10 years of experience in Engineering & Construction environments in either food manufacturing, malts for brewers, distillers, starch, etc; a few years of experience in other technical functions (e.g. maintenance); worked already 2 times as a Build Project Manager, 1 time as a Build Project Manager, level 1 (< 25 mln$) in a brownfield project, successfully. Proved in those previously executed projects (as Build Project Manager level 1) that he / she can easily cope with project-complexity and has the Managerial skills to lead a group of Engineers and contractors (intern / extern) smoothly through the whole life-cycle of a project.

Proven knowledge of Portfolio and Project Management process for Build Projects, including PPM and Build deliverables.

Position details:

Reports to: Build Project Organisation (BPO) Group Build Project Manager (BPM). Reporting, total staff compliment: 4 – 8 (direct), 200 – 1000 (indirect). Job titles of direct reports: Manager/Supervisor, Hourly/Production.

Key internal/external relationships
: 1. Technical SMEs: (EHS, Food Safety, Engineering, Reliability, Procurement, Technology). Working closely together, sometimes daily during early Engineering phases, later on a weekly or rather monthly frequency. 2. Project (Business) Management Team … closely in the beginning of the project (up to daily) … later on a weekly or rather monthly frequency. 3. Build Project Team: daily … so with EIA Lead, Engineering Lead, Procurement Lead, Construction Lead, Safety Lead, Finance Lead, etc. 4. EMEA Build Project Office Manager or Group Build Project Manager (several times per month depending on project). 5. International suppliers, contractors and service providers (Engineering Service Providers) daily.

Primary purpose
: The Engineering & Build Project Organization (EBPO) is responsible for the design, the Engineering and the construction of all non-base and complex base projects within 5 Business Groups in EMEA. The number of Business Groups could further increase in the future. Most capex-values of these projects range from 5 to 300 million USD. The main purpose of this BPO Build Project Manager within EMEA Engineering & Build Project Organization is being responsible for all project management activities for Build Projects with an average medium complexity as defined by the Build PPM complexity differentiators.

During the first phases of a Build Project (before final commitment approval), the Build Project Team under the leadership of the Build Project Manager will work closely together with the business-representatives and the Subject Matter Experts (SMEs) of the business to define the scope, schedule and budget of the project. Seven main deliverables will need to be developed together with the business SMEs (with more and more details when project-phases increase):

  • Health and Safety
  • Food Safety, Quality and Regulatory Affairs
  • Environmental and Energy
  • Engineering
  • Reliability
  • Procurement
  • Cost Engineering (budget, schedule, manpower resources)

In most projects, the Project Team will work together with a 3rd party Engineering Service Provider.

During construction, the Build Project Manager will lead / manage the construction and installation activities on site (via Supervisors, Managers) and will make sure the installation is done safely, in scope, within budget & time and in line with the required quality as designed in earlier phases. Also in this construction-phase, most likely, the Project Team will work together with a 3rd party Procurement and Construction management team.

The Build Project Manager is managing (through others) all above mentioned activities. He is responsible to achieve all the required Build Deliverables at each gate-review through the project-phases (with the necessary input of the business SME’s). He is the overall “Technical Leader of a specific Build Project”.

Job description / core competencies:

35% Project Leadership:

  • Provides strategic vision to the project team utilizing industry leading knowledge of Build Project management practices, strategies and procedures.
  • Leads periodic project reviews utilizing industry leading knowledge of the project delivery process for Build Projects (including reviews recognized by the construction industry).
  • Identifies, recommends and implements project management best practices based on industry leading knowledge of project management.
  • Identifies, recommends and implements capital effectiveness best practices (e.g. front end loading, team alignment, target setting, project controls, rate of change, value improving practices, leading technology, constructability, planning for startup) based on industry leading knowledge of Build Project management.
  • Provides mentorship, coaching and development for team members and functional leads as appropriate.
  • Champions and reinforces company’s behavioral based safety process and zero fatalities throughout every phase of Build Projects.
  • Ensures Build Projects are planned and executed in compliance with laws and regulations.
  • Works with and manages Engineering firms across a large number of Engineering disciplines.

30% Project Planning:

  • Defines technical project objectives utilizing industry leading knowledge of project management practices and procedures.
  • Leads development of the project scope based on industry leading knowledge of Build Project management practices, strategies and procedures and capital effectiveness best practices.
  • Prepares the plan for how the Build Project is executed, monitored and controlled and works with the Project Manager to develop the Integrated Project Plan for the project.
  • Partners with cross-functional leaders to leverage resources, knowledge and strategies that increase value captured throughout the Build Project.

10% Project Execution:

  • Leads the execution of Build Projects.
  • Utilizes the project management framework to achieve technical project objectives of delivered safely, on time, on budget and operability results are realized.

10% Project Control:

  • Regularly measures and monitors project progress to identify variances from the plan and make needed corrections.
  • Contains and resolves technical issues within the Build Project that do not require Project Sponsor or Project Manager attention.

15% Business Results:

  • Accountable for providing the Project Sponsor and stakeholders with a routine status of the Build Project, actively communicating technical issues and threats, and ensuring that leadership alignment is a priority.
  • Works with business to ensure project is successfully implemented and technical benefits and value are captured.
  • Ensures the Build Project meets the operability requirements laid out in the project objectives by the business.
  • Accountable for achieving strategic and tactical metrics from internal and external benchmarking; indices may include Safety Fatalities, Operability Index, Cost Index, Schedule Index, etc.
  • Ensures successful completion and closure of all technical aspects of the Build Project.
  • Any other duties as assigned

Project Related

Decision Making Authority:

  • As Technical representative actively participates and contributes on decision making process on the project.
  • Prepare projects proposals in his assignment. (technical, resource, execution plan).
  • Ensures the proper communication and alignment of the technical project team members.
  • Approves the technical requisitions, together with project team.
  • Contribute to development of contracts prepared by the discipline Engineers/leaders and procurement Manager(s) involved in his project(s).

Execution Capacity:

  • Follows PDP for projects from initial phase until execution to ensure value (most economic, technical effective solution; development of different alternatives/options; best practice).
  • Ensures the implementation of health and safety corporate policy of all employees (Company and contractor) involved in the project(s) under his responsibility.
  • Ensures that most effective technical solution is applied for the projects in his responsibility.
  • Ensures that best practices are applied for all projects in his responsibility.
  • Ensure that the best practices, policies and guidelines are kept up to date with lessons learned and experiences from the project.
  • Ensures Company’s guiding principles followed 100% during project execution.
  • Ensures the proper performance of the contractors on functional level for a good project execution (safety, quality, on time delivery).
  • Ensures the permits procedures followed properly and works with local organization and proper consultants to get the related approval(s) from local authorities.
  • Ensures the proper and transparent project control methods for time and budget control implemented and followed closely.

Organization Related

Specific Leadership Skills:

  • Ensures proper, professional and transparent technical project reporting will be accomplished and regularly communicated to project team.
  • Adjusts & updates budget of his project(s) to stay within the allocation.
  • Proposes timely the solutions in case there is the unexpected change that may affect the project lifecycle.
  • Report & Implement according to procedure in force potential change in scope or potential need of contingency reserve.
  • Defines and requests relevant design & build resources (internal/external) in coordination with PPM Project Manager (resource planning).
  • Acts consistent with project team for assigning, hiring & replacing people to sustain current & projected workload during the defined and planned life cycle of the project.
  • Provides feedback on identifying talents.
  • Intensively communicates and stays in coordination with all disciplines involved in the specific project (Engineering, procurement, process control, electrical/instrumentation and automation, reliability and maintenance, EHS, QA&QC, human resources) and with whom he shares the whole life cycle responsibilities of the assets (Project Manager and other non-technical Project Managers.

Job Qualification & Experience:

Minimum Required Qualifications:

  • Master degree in Science (Civil, Mechanical, Chemistry, Electrical, etc.) or similar through experience.
  • More than 10 years of experience in Engineering & Construction environments in the food ingredient, beverage of FMCG industries.
  • Few years experience in other technical functions (e.g. maintenance).
  • Worked already 2 times as a Build Project Manager, level 1 (< 25 mln$), successfully.
  • Worked already 1 time as a Build Project Manager, level 1 (< 25 mln$) in a brownfield project, successfully.
  • Proved in those previously executed projects (as Build Project Manager level 1) that he / she can easily cope with project-complexity and has the Managerial skills to lead a group of Engineers and contractors (intern / extern) smoothly through the whole life-cycle of a project.
  • Proven knowledge of Portfolio and Project Management process for Build Projects, including PPM and Build deliverables.
  • Demonstrated already in previous projects (as a Build Project Manager level 1) that he / she:
  • Easily teams-up with multifunctional teams and can build and leverage relationships across multiple functions and businesses to maximize team performance and achieve project objectives.
  • Has the ability to leverage Environmental, Health & Safety, Food Safety, Quality and Regulatory Affairs experts to plan and execute the project to comply with the laws of the country for the project.
  • Has the ability to champion Company’s behavioral based safety process and zero fatalities.
  • The ability to leverage Company’s technical subject matter experts, regional Center of Expertise (COEs), and cross-function experts to design and build a project that is the Best (safer, cost effective, faster, operable & maintainable).
  • Ability to apply project controls best practices to improve the predictability and effectiveness of the project’s cost and schedule (work breakdown structure, cost estimating methods & validation, project execution planning, and cost & schedule control during execution).
  • Ability to leverage Change Management principles and tools throughout a project. (for example communication planning, stakeholder management).
  • Has the knowledge and demonstrated experience effectively managing an Engineering firm, particularly scoping and managing the work of third party Engineering and related consulting companies, integrating activities with Company’s functions in alignment with project requirements.
  • Ability to partner with Strategic Sourcing to leverage Company’s global strategies and supplier relationships when evaluating major sourcing decisions, achieving significant business results and/or competitive advantages in situations involving difficult or complex negotiations, and properly administer procurement and construction agreements used to procure goods and services.
  • Ability to leverage and apply best practices (document management, construction management techniques & strategies, risk analysis techniques & control methods, quality assurance & inspections).
  • The knowledge and demonstrated experience managing documents in accordance to Company’s guidelines, policies and procedures for Records & Information Management, Intellectual Property, Corporate Audit and Corporate Financial Reporting.
  • The knowledge and demonstrated experience with contingency policies and procedures, managing contingency usage and job accounting systems and tracking, forecasting, taking appropriate actions to correct deviations from budget & reporting costs throughout a project.
